Our project design services follow the European Commission's methodology for Support to Design of Logframes and Monitoring Systems (SDL). We work with clients at both the pre-contracting stage, when the intervention logic is still being developed, and during implementation, when logframes need to be revised to reflect changing realities.

This service is particularly relevant for private sector companies that are implementing EU-funded interventions for the first time and are not yet familiar with logframe design, indicator selection, and means of verification. Through our work on the ROM contract over the past two years, we have seen a clear increase in demand from private companies for exactly this kind of support.

A poorly designed logframe creates reporting problems throughout the life of an intervention. We can redesign existing logframes to meet EU requirements, select appropriate indicators, and establish means of verification that make reporting straightforward rather than tedious. We convert client ideas and needs into project designs that meet donor standards from the outset.

MaLu's founder and director, Adnan Ovcina, is an EC-approved expert in investment climate, private sector development, international trade, innovation, and digitalisation. This is not a generic capability we offer as an add-on; it is a core part of how MaLu operates and what we deliver for our clients.

Under the current ROM framework contract with INTEGRATION GmbH and GOPA, MaLu is responsible for developing and maintaining a fully digitalised reporting system and for producing practical guidelines on AI usage for our expert pool, covering areas such as prompt engineering and data security. We have also provided IT expertise directly in ROM missions on digitalisation in Bosnia and Herzegovina.

For clients, this means we can deliver fully digitalised monitoring and reporting solutions, including custom Power BI dashboards, data visualisation tools, and web-based data collection systems using tools like R, Microsoft Forms, and Kobo. We are also flexible where full digitalisation is not the immediate priority and can develop customised digital solutions matched to the specific needs and capacity of each client.
