Research: strengthening M&E practice in SDL missions

Support to design of logframes (SDL) missions help EU-funded interventions build intervention logic that can actually be monitored. To strengthen this service, a dedicated research effort was launched under the ROM Eastern Neighbourhood framework, looking at how monitoring and evaluation is designed and practised across missions, and what tools serve the work best.MaLu Consulting designed and conducted the research.
The desk component mapped the M&E tools and frameworks landscape against the four dimensions of logframe support, from intervention logic to indicators and M&E plans, including data collection and analysis tooling. The field component built a structured interview programme with three groups of practitioners: M&E experts, Operational Managers and Project Managers, capturing how M&E plans behave in real implementation.
The research feeds directly into practice: a reference base for ROM and SDL experts, and practical guidance products for implementing partners and Operational Managers.
